Bozo was the big time for clowns, probably one of the few who wasn't creepy (we can thank Stephen King for that).  We've got Balloons the Clown out here in the Lehigh Valley, unmistakeable with the VW Bettle all decked out.  Where in PA are you from Sgt Miller?
