Instant run-off voting.....tried anywhere?

Is Instant run-off voting tried anywhere? This would be a good solution to the problem of "taking away a vote."
One could vote for the candidate that best represents one's views without "throwing one's vote away."
This is how the Free State Project selected New Hampshire and it worked very nicely.
Thoughts? Is it too good a solution for our government to consider it?
