The National LP needs a set of forums badly.  A party like ours that relies on it's principles and positions rather than mass marketing (like the "other" parties), should have a centralized place to discuss those principles.

I'm half tempted to make and host one myself.

Many state affiliates have forums (fora?) like this one. There are also sites like the Libertarian Reform Caucus, the Libertarian Defense Caucus, and LP Radicals, where like-minded Libertarians can discuss philosophy and issues. Third Party Watch is essentially LP news and events with discussions on news articles. Also, the national Platform Committee has open discussions regarding the LP Platform. If you want some interesting discussions on philosophy and the role of the LP, that is a good list to be on.

I'm sure there are also a number of small l-libertarian blogs to discuss general philosophy. Maybe check out the Mises Institute, Lew Rockwell's stuff, the Advocates for Self-government, or the International Society for Individual Liberty. Ayn Rand must have something to say as well.

This doesn't mean another forum couldn't be successful, and if one is started please let me know.
