I am not a resident of Allegheny County but they must have gotten my name from some random mailing list because I get these notices. I did a little research on these pieces of legislation and I am a bit disturbed by some of the information in each of these bills. House Bill 1845 wants to create a law prohibiting the possession of a firearm with a altered serial serial number. I understand why they want this legislation, but since I do not believe in gun registration I don't believe there is any point to have a law that is specifically aimed at making it easier to enforce gun registration policies.

House Bill 641 on the surface appears to be a good bill. However, after reading it five times, I was concerned about some wording that stated it was unjustifiable to use deadly force against a peace officer even if they were attempting to arrest you unjustly. Since this legislation deals with my rights in my own home I have concerns that this wording provides protection for agents of the government abusing their powers.

House Bill 1029 Changes some wording on to the PA instant check system and also has wording that displays a desire for the PA State Police to stop collecting sales receipts on firearms purchases. I have asked for clarification on the bill's status because I am a bit confused what they are trying to do. I mean the State has been illegally maintaining receipts of gun purchases (at least in my interpretation) for years. There is an amendment to this that I wanted to hear more about from my state rep as well.

Jerry Nailor has always been very good to me and usually calls me directly to discuss my concerns about gun control legislation.

Read over the release I received below for this groups take on the impending legislation. HB 1845 is actually supposed to be on the floor today. I do not support Allegheny County Sportsmen's League, Inc. with funding and I am not involved in their organization as a member. I am simply passing this information on to you to decide for yourselves.

Gun Owner Legislative Alert

Issue:    House Bill 1845 and Amendments

Pennsylvania House Bill 1845 has quietly passed out of the Appropriations Committee this past week with scheduled action on this bill for Monday, March 17th.  HB1845 provides for enhanced penalties for possession of a firearm with altered manufacturer's (serial) number as well as increased penalties for altering or obliterating marks of identification on firearms.  The original bill is not controversial but what has happened is that a package of amendments (filed late Wednesday the 12th) are pending that need YOUR attention.

Two of these amendments are pro-gun and ones we NEED TO SUPPORT.  The first is Rep. Cappelli’s bill – HB 641 – the Castle Doctrine that has been bottled up in the Judiciary Committee and the Amendment ID# is ‘A05131’.  Please ask legislators to support this one!  The second Pro-Gun amendment is Rep. Stevenson’s – HB 1029 – this amendment will allow holders of a valid CCW / PA License to Carry a Firearm to bypass (is an exception to) the PA Instant Check when purchasing a firearm and the Amendment ID# is ‘A05706’.  Please ask legislators to support this one TOO!

There is an amendment filed by Rep Levdansky that threatens our rights and that is amendment – A06178, which is part of the Philadelphia Legislators anti-gun agenda.  This legislation ‘requires’ under penalty of law the MANDATORY REPORTING of lost or stolen guns within 72 hours and criminal penalties with graded offenses.  In addition it imposes numerous duties on FFL dealers and employees, with financial and legal responsibility, to provide copies of the warning on lending & loaning firearms AND to fully explain these firearm laws to their customers.  (Pa has lost over 9,000 FFL dealers since the mid 1990’s and this amendment will surely chase and/or harass even more FFL’s out of business)  Please ask legislators to OPPOSE this amendment A06178!

We deeply appreciate your donation of time and ANY effort you can make to help out with this alert and we apologize for the lateness of it.  We were not made aware of this situation until the middle of the week and it was necessary to analyze the amendment language for changes and mistakes and to run our concerns past our attorneys.

Just as a clarification, the amendment about the 72 hour reporting period for theft or loss of a firearm is on HB 1845. The draft is poorly written and I was a bit confused about what amendments were on what legislation based on the structure of the Sportsman Association's informational letter.

Harrisburg Gun Control Juggernaut Rolling Again--Gunowners Help Needed

Throughout the Rendell administration gun owners have been the misdirected focus of efforts to control and stop crime.  With the willing help of his accomplices in the Philadelphia legislative Caucus Ed Rendell has been able to block our Pro-Gun legislation and introduce a myriad of unconstitutional bills (35 anti-gun bills in the House and 18 in the Senate) that represent the cream of the crop of gun control as advanced by Sarah Brady, Josh Sugarman and their teams.  Just this past Monday (March 17th) Rep. Parker and Rep. Levdansky ganged up on gun owners and gun dealers by trying to criminalize failure to report a lost or stolen firearm and forcing gun dealers to pay for the distribution of this gun law and then to require them to counsel each and every gun owner about the law prior to purchasing their firearm WITH criminal penalties for the dealer.  WE FOUGHT THIS BILL TO A STANDSTILL ON THE FLOOR!  Debate has been delayed until session resumes on March 31st.

Last November and early December ‘thousands’ of law-abiding Pennsylvania firearm owners, disgusted by the small but vocal radical Rendell element within the General Assembly and their continued attacks on our rights, descended (by ‘every’ form of communication possible) on the PA House Judiciary Committee members to stop the gun control bills before them AND IT WORKED.  This has allowed us to take your voices and passion and stop the gun control as represented in the virtual daily attacks on us that occurred in the PA Legislature and in particular the PA House Judiciary Committee in 2007.  This was achieved by the direct involvement of gun owners working together throughout the state.

Now we ask your help again as WE ARE AT A CRITICAL POINT for gun owners to step up and let your voices be heard in the halls of power in the Harrisburg capital building!  There is an old saying that “you are NOT paranoid IF they are really out to get you” and that is truly the case with the Governor and the Philadelphia Legislators.

On Monday, April 7, 2008 the Second Amendment-Second to None Rally in Harrisburg starts at 10AM in the rotunda (plan on being there at 9AM) to celebrate our constitutional right to bear arms and to advance our mutual interests in freedom and legislation we have asked to be introduced that would achieve those goals.  We cannot get there without your help!  The last two rallies have shown an increasing interest in the direct involvement of gun owners with each rally building upon the last.  What we are looking for this time is a dramatic example of the desire of citizens to protect the freedoms that are an inseparable part of our heritage.  We would like to see thousands of gun owners devote one day of their time in an election year to coming to Harrisburg and joining with us in making a statement that will be heard nationwide.

This is an opportunity for all of us to be able to say to those in Harrisburg who would limit or take from us the right to bear arms-NO MORE!  This is a statement that will be heard not only in the halls of Harrisburg but in every election race for the Pennsylvania House of Representatives, the Pennsylvania Senate, Congress and indeed even President.  It is also an opportunity for you to express through the media and your attendance at this rally YOUR support for this most basic freedom to the United States Supreme Court that they should support what the founding fathers have bequeathed all of us and overturn the insane gun control laws in Washington, DC and reaffirm that we have an individual right to bear arms for the protection of ourselves, our loved ones and our nation.

In the end it is all up to you as to whether or not you believe this right is important enough to turn off the TV or push away the keyboard and learn how to really fix politics because at this rally each one of you will have the opportunity to join in the team that goes around and personally makes a political statement to each legislative office in the capital.  This is a grassroots rally!  It is meant to be your presence that is important and that is why we are going to show you how Pennsylvania gunowners practice politics.  While you will obviously see many politicians at this rally as well as, hopefully, the invited representatives from every national gun rights organization, in reality the real focus of this rally is to bring YOU to Harrisburg so that you can involve yourself in this process and learn what it takes to defend freedom.  We will teach you how to wield REAL political power effectively, in Harrisburg to engage the legislators directly, ask questions, and explain why these flawed concepts won’t work.  We will be there right with you shoulder to shoulder and we will show you what has made us the most important state in the nation in stopping these attacks on our freedom but in the end it is all up to you and we hope you make the right choice.

Right now we have a slim majority in the legislature who will act appropriately when gun control is brought before them and the key leaders within this majority (special commendation here to Rep. Metcalfe) have worked tirelessly to set up this rally and to advance and promote legislation that will achieve those goals.  This is a pivotal moment in Pennsylvania history and with your help we will make it a defining moment for not only the second amendment but the Pennsylvania constitutional right to bear arms, article 1 section 21 wherein it states "the right of the citizen to bear arms in defense of themselves and the state shall not be questioned".  It is important to remember that the Constitution is really ‘only’ a piece of paper, what gives it true power is the citizens belief in it and willingness to stand by it at critical moments and this is one of those moments!

9:00AM Sign up, get your second amendment badges, and organize into groups under team leadership. Getting gun owners organized is a lot like herding cats or stacking marbles on a moving ship in the ocean.

10:00AM Rally/Press Conference with legislators and second amendment leaders (lasting approximately about 1 hour).

*At the end of this press conference ONE lucky **participant will win a Smith & Wesson M&P semi-automatic handgun in their choice of caliber! (Firearm provided by Ace Sporting Goods / George Romanoff) The ticket will be drawn by Rep. Metcalfe.

(**Participants must sign up at tables for tickets and be present for the drawing!)

11:00AM After the press conference everyone will break up into smaller groups under team leadership. Your team leader will take you to specifically assigned state reps so that all 203 of them will hear from gun owners all across the state. Once these assigned legislators are visited then each team will float to other Representatives in the Senate and House including each personal representative. The MOST important point is that ALL 203 Representatives and 50 Senators hear from gun owners, especially the anti-gun legislators that introduce these bills intended to strip your rights away. Your team leader will break around lunch time, after lunch meet up with your team leader to finish up. We plan these legislative lobbying events to run between 9am and 3pm.

Download the flyer(http://www.acslpa.org/), print lots of copies, take it to your gun clubs and post it, take it your local gun stores have them post it as well, email all of your gun owning friends and relatives, let the word go far and wide across PA -- shout it loudly so that everyone knows the Second Amendment Is Second to None.  Also visit the ACSL & PFSC & LVFC & PAFOA Legislative Sections and view the lists of proposed firearm laws pending in Harrisburg.

If you are upset with violent criminals’ being absolved of responsibility for their criminal acts, you are upset that firearms, our freedoms and law-abiding gun owners are being blamed for violent crime, then now is the time for you to act by taking this ONE DAY to prove to legislators that YOU care!
